At this current moment we do know the One Piece Cruise SP will only containing the first game. Unofficially the reason for this is due to EU translations, the data needed to have many different language options takes up to much room on the cart itself so that both games can't actually fit.
However, this game in not being published by Namco Bandai in EU (we don't make the games in Europe either, we simply publish them) and is being published my Nintendo. This means that they get all the up to date information on this game and not us. We are still awaiting and official announcement into what is happening and I personally have no further information I can share right now - honestly, I don't know anything more than what you guys do.
